The described services to be hired are requested in the framework of the nanoGateway Project (INTERREGV-A-ESPAÑA-PORTUGALPOCTEP 2014-2020; 0300_NANOGATEWAY_6_P).
The service to be hired is the development of a Portugal and Spain Cross-border Platform to provide knowledge and services for research and innovation in 8 cross-borders regions: Portugal (North, Center, Algarve, and Alentejo) and Spain (Andalucía, Castilla y Leon, Extremadura, and Galicia). The Platform should be available in 3 languages: English, Portuguese and Spanish.
The platform needs to reach multi partners of these regions, such as RTOs, Universities, companies, SMEs, startups, industry, clusters, associations, chambers of commerce, incubators/accelerators, investors, regional development agencies, regional innovation and/or knowledge agencies, policy makers at local and regional level and civil society in general.
It should be designed to strengthen the nanoscience and nanotechnology ecosystem and networking in the POCTEP area, involving key sectors and actors in the innovation value chain. The platform must be technically prepared to incorporate stakeholders, entities, infrastructures, facilities and resources from any field of expertise and will serve to disseminate research, projects, services, and centres. It should combine the technological domain with the horizontal sectors of activity to which it applies.
INL should be the managing authority of the platform operation.
Features on the platform:
— online database and mapping of nanotechnology-related knowledge and resources: profiles, facilities, RTD Centers, R&D&I Projects, R&D&I infrastructures, innovation support services, technical services, and supply and demand of technologies,
— provide access to the knowledge, expertise, and technology available for research, development, piloting, testing and upscaling,
— provide access to related training and education programs,
— provide access to resources and support for innovation and entrepreneurship,
— provide participatory tools and knowledge-sharing tools.
The platform must allow:
— to support knowledge-based decision making by delivering filtered relevant information,
— to establish a network of contacts and connections between the scientific community, RTD Centers, industrial and public sector, for sharing services and information,
— to identify correspondences between actors with common or complementary interests,
— to create groups (nano-hubs) in order to share information and posts,
— to share ideas, collaborative opportunities and engage partner participation,
— to help research in addressing specific needs or issues of social relevance, promote mission-driven R&I,
— to follow profiles, to rank experts, to share information, to see real-time updates on the network activities.
The Platform should act as a "showroom" to display, search and find expertise and capabilities, and offer tools for:
— identifying potential partners for science, innovation and business initiatives, RTD Projects, Pilot Projects, Technology Deployment, entrepreneurship,
— location of the supply and demand of nano-based knowledge and technologies in the POCTEP Region,
— location for scientific and technical services, infrastructure, facilities, and pilot plans in the POCTEP area,
— matchmaking tool for many different issues, allowing to go beyond typical search.
An imperative requirement for the Platform is the interoperability with other EU repositories and Databases (e.g. S3 Platform Tools and Data Sources, CORDIS database, Scopus database, KETs Observatory, EUROSTAT, EU Open Access portal, among others), allowing the linkage to existing open access repositories of EU institutions, research institutions, open access publishers, etc. It would provide a single point of entry for individuals, businesses, scientist or other actors to search a comprehensive collection of open access data and knowledge resources.
