Provision of services for maintenance and support for the ICT infrastructure of the EMCDDA
The EMCDDA was established by Council Regulation (EEC) No 302/93 of 8.2.1993 and it is one of the EU's decentralised agencies. The EMCDDA is the central reference point for drug information in the European Union. Based in Lisbon, its role is to provide the EU and its Member States with objective, reliable and comparable information on drugs and drug addiction. The EMCDDA has an enterprise architecture that foresees the division of the network in different parts, and of the servers in 2 areas, 'Corporate', based on Oracle SPARC hardware, and 'Office', based on HP servers. In terms of networking, the EMCDDA uses a combination of Enterasys switching (for the 'Office' part) and Cisco switching (for the 'Corporate' part, specifically, the EMCDDA firewalled DMZ networks). The 'Office' wireless network is also implemented with Cisco technology. The IP telephony and electronic fax infrastructure is running on a completely separate network, even physically (different cable backbone), except for 1 interconnection point, and relies on Alcatel technology.
The purpose of this tender procedure is to establish a framework contract, allowing the EMCDDA to purchase through specific contracts with annual validity maintenance and support services (including replacement of spare parts) for some or all of the elements of the infrastructure in use at the moment in the EMCDDA.
