Study assessing the acceptable and practicable risk level of passenger ships related to damage stability

The contract aims at further investigating damage stability issues in a formal safety assessment (FSA) framework in order to cover specific knowledge gaps that have been identified after the finalisation of the projects described above. In particular, the work must have a robust FSA base, including a detailed and substantiated cost-benefit analysis for risk control options, that takes into account construction, maintenance and operating costs and is supported by uncertainty and sensitivity analyses. Covering these gaps would significantly help in informing the debate on the levels of safety that are appropriate for passenger ships.
The framework contract will be separated into 6 studies which shall have the following objectives:
— identification and evaluation of risk acceptance and cost-benefit criteria and application to risk-based collision damage stability,
— evaluation of risk from watertight doors and risk-based mitigating measures,
— evaluation of raking damages and possible amendments to the damage stability framework,
— assessment of cost-effectiveness of previous parts, FSA compilation and recommendations for decision making,
— impact assessment compilation,
— updating of the results obtained from the Goalds project according to the latest developments in IMO.
